FMCSA conducts compliance reviews and safety audits to evaluate whether motor carriers are meeting federal safety regulations. For new carriers, this means a New Entrant Safety Audit within the first 12 months. For established carriers, it can mean a Compliance Review triggered by safety data, complaints, or crashes.
